Capability Assessment and Performance management is an essential part of a governance and management system. These terms express how well the governance and management system and all the components of an enterprise work, and how they can be improved to achieve the required level.
Assessment is an activity that helps organizations in identifying strengths and weaknesses of their governance and management systems. Organizations find value in measuring their capability and performance by conducting a formal assessment to identify and prioritize their business improvement efforts and eventually earning a benchmark maturity level or a capability level achievement.
COBIT 2019 uses the term COBIT performance management (CPM) to describe the activities and the concept as an integral part of the COBIT framework. CPM includes concepts and methods such as capability levels and maturity levels.
CPM defines six (0 to 5) process capability levels. A capability level is a measure for how well a process is implementer and performed. The process capability levels are as follows:
